Jeronimo Romero, was a Portuguese navy officer and he was the initiator of “Colonia 8 Dezembro”, also known as “Colonia de Pemba”. JR became also governor of Cabo Delgado militar district. JR produced an interesting document describing the region, the economical potential, the people and their activities in the coast of Cabo Delgado including the Ibo and Quirimba islands. Probably feeling the pressure from the European colonial powers that insisted that an effective occupation had precedence over historical rights he suggested the effective occupation of Pemba bay.
